AN ORDINANCE to amend the Municipal Code of Des Moines, 1991, adopted by Ordinance No. 11,651, passed April 15, 1991, by repealing Section 23-9 thereof and enacting a new Section 23-9, relating to street parade permits.
Be It Ordained by the City Council of the City of Des Moines, Iowa:
Section 1. That the Municipal Code of Des Moines, 1991, adopted by Ordinance No. 11,651, passed April 15, 1991, is hereby amended by repealing Section 23-9 thereof and enacting a new Section 23-9, relating to street parade permits, as follows:
23-9. STREET PARADE PERMIT; APPLICATION FORM.
(a) No association, company, society, order, exhibition or aggregation of persons shall parade or march upon city streets or public right-of-ways intended for vehicular travel without first having obtained from the city clerk a permit therefor. Application for such permit shall be in the following form:
"To the City of Des Moines, Iowa:
Your petitioner respectfully asks that the may be allowed to parade or march upon the streets of the City of Des Moines on the day of , 19 , between the hours of . Petitioner will comply with all rules and regulations set forth in the permit therefor, and the ordinances of the city and the line of march or parade shall be as follows: ".
(b) The application shall be signed by the president, secretary or some person having authority connected with the association, company, society, order or exhibition.
Sec. 2. This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
