AN ORDINANCE to amend the Municipal Code of Des Moines, 1991, adopted by Ordinance No. 11,651, passed April 15, 1991, and amended by Ordinance No. 11,890, passed September 28, 1992, and Ordinance No. 12,042, passed September 27, 1993, and Ordinance No. 12,080, passed January 3, 1994, and Ordinance No. 12,096, passed February 28, 1994, and Ordinance No. 13,029, passed May 2, 1994, and Ordinance 13,218, passed August 7, 1995, and Ordinance No. 13,245, passed September 25, 1995, and Ordinance No. 13,342, passed June 3, 1996, and Ordinance No. 13,519, passed August 18, 1997, and Ordinance No. 13,568, passed January 19, 1998, and Ordinance No. 13,646 passed October 5, 1998, and Ordinance No. 13,673, passed January 25, 1999, and Ordinance No. 13,705, passed May 3, 1999, and Ordinance No. 13,785, passed October 24, 2000, by repealing Sections 27-635, 27-636, 27-642, 27-653, 27-656, 27-657, 27-657.01, 27-657.02, 27-657.04, 27-657.05, 27-657.06, 27-657.07, 27-661, 27-662, 27-663, 27-663.01 thereof and enacting new Sections 27-635, 27-636, 27-642, 27-653, 27-656, 27-657, 27-657.01, 27-657.02, 27-657.04, 27-657.05, 27-657.06, 27-657.07, 27-661, 27-662, 27-663, 27-663.01, and adding and enacting a new Section 27-657.08 relating to parking meter fees and fees in various City-owned parking garages.

Be It Ordained by the City Council of the City of Des Moines, Iowa:

Parking Meter District No. I shall be constituted of all the streets and avenues located within the area bounded by the west side of the Des Moines River, north of Grand Avenue, thence south to Riverside Drive, thence south, on the west side of Riverside Drive, to the south side of Elm Street, thence west to the west side of 8th Street, thence north to the south side of Vine Street, thence west to west side of 9th Street, thence north to the south side of Cherry Street, thence west to the west side of 10th Street, thence north to the south side of Mulberry Street, thence west to the west side of Eleventh Street, thence north to the north side of Walnut Street, thence east to the west side of Tenth Street, thence north to the north side of Pleasant Street, thence east to the west side of 8th Street, thence north to the north side of Keosauqua Way, thence east to the east side of 2nd Avenue, thence south to the north side of Grand Avenue, thence east to the point of beginning, , except Parking Meter Districts No. II and III, as described in sections 27-636 and 27-637 of this subchapter.

SEC. 27-636. PARKING METER DISTRICT NO. II.

Parking Meter District No. II shall be constituted of all the streets and avenues located within the area bounded by the west side of Tenth Street, north of Pleasant, thence south to the north side of Walnut Street, thence west to the west side of Eleventh Street, thence south to the south side of Mulbery Street, thence east to the west side of Tenth Street, thence south to the south side of Cherry Street west of 10th Street, thence west to the west side of 13th Street, thence north to the south side of Mulberry Street, thence west to the west side of 16th Street, thence north to the south side of Locust Street, thence west to the west side of Fleur Drive, thence northwest to the south side of Grand Avenue, west of 19th Street, thence north to the north side of Woodland Avenue, thence east to the west side of 12th Street, thence north to a point even with the north side of Chestnut Street, thence east to the west side of 9th Street, thence north to the north side of Keosauqua Way, thence northwest to the west side of 10th Street, thece north to the north side of School Street, thence east to the east side of West Riverside Drive, thence south to the north side of Keosauqua Way, thence west to the east side of 8th Place, thence south to the north side of Pleasant Street, thence west to the west side of 10th Street, thence south to the point of beginning, except Parking Meter Districts No. I and III as described in sections 27-635 and 27-637 of this subchapter.

The rates for metered parking for the parking meter districts provided in this article are as follows:

(1) District No. I - seventy-five cents per hour, except ten hour meters, twenty-five cents per hour electronic "free spin" parking meters, thirty minute limit, first fifteen minutes free, additional fifteen minutes at a rate of seventy-five cents per hour.

(2) District No. II - forty cents per hour, except ten hour meters, twenty-five cents per hour.

(3) District No. III - forty cents per hour, except ten hour meters, twenty-five cents per hour.

 

 

27-653. DESIGNATION OF WINDERS AND COLLECTORS; DISPOSITION OF MONEYS COLLECTED.

The director of traffic and transportation shall designate some member or members of his or her department to make regular collections of the money deposited therein, the person so designated shall remove from the parking meters the coin box contained therein, placing it in a locked coin-collection cart provided for collection purposes and shall deliver such locked coin-collection cart to the counting room or bank designated by the city treasurer, where the coin-collection cart will be unlocked, the coins contained therein counted, and deposited in the "Special Parking Meter Fund".

The city traffic engineer is hereby authorized and directed to operate the city parking garages with the rates charged for parking to be those established in sections 27-657 through 27-657.07 of this subchapter unless the city council directs otherwise as provided in section 27-658 of this subchapter. No charge shall be made for parking in the parking garages on Saturday or Sunday. A maximum of $2.00 shall be charged for nighttime parking in any parking garage between the hours of 4:00 p.m. and 6:00 a.m., except for prepaid special event parking.

Subject to section 27-658 of this subchapter, the following rates shall be charged at the Eighth and Mulberry Parking Garage:

Subject to Section 27-658 of this subchapter, the following rates shall be charged at the Eleventh and Cherry Park and Ride Lot.

27-661. SECOND AVENUE AND WALNUT STREET MUNICIPAL PARKING LOT.

(a) The director of traffic and transportation is hereby authorized and directed to install parking meters in the following described municipally-owned parking lot:

A tract of land bounded on the west by the east line of Second Avenue; on the north by the south line of Locust Street; on the east by the west line of Library Street and on the south by the north line of Walnut Street; in the City of Des Moines, Iowa,

for the purpose of, and in such numbers, and at such places as may be necessary to the regulation, control and inspection of the parking of vehicles therein, subject to the provisions of subchapter 22 of this chapter, regulating parking meters.

When installed, such parking meters shall be in operation between the hours of 8:00 A.M. and 6:00 P.M., Mondays through Fridays, and shall be so adjusted as to show legal parking at a rate of $.40 per hour at two hour meters and $.25 per hour at ten hour meters. Parking meter LI-L-51 and LI-L-52 ten hour meters, 8:00 A.M. to 6:00 P.M., are designated handicapped parking spaces and are subject to the same prohibition as is found in section 27-616(a) of this code.

27-662. EAST FIFTH STREET AND EAST GRAND AVENUE MUNICIPAL PARKING LOT.

(a) The director of traffic and transportation is hereby authorized and directed to install parking meters in the following described municipally-owned parking lot:

A tract of land bounded on the west by the east line of East Fifth Street; on the north by the south line of East Grand Avenue; on the south by the north line of the east and west alley lying between East Locust Street and East Grand Avenue; and on the east by a straight line one hundred forty (140) feet east of and parallel to the east line of East Fifth Street; in the City of Des Moines, Iowa,

for the purpose of, and in such numbers, and at such places as may be necessary to the regulation, control and inspection of the parking of vehicles therein, subject to the provisions of subchapter 22 of this chapter, regulating parking meters.

(b) When installed, such parking meters shall be in operation between the hours of 8:00 A.M. and 6:00 P.M., Mondays through Fridays, and shall be so adjusted as to show legal parking at a rate of $.25 per hour at ten hour meters.

Reserved monthly parking 8:00 A.M. until 6:00 P.M., $40.00.

(a) The director of traffic and transportation is hereby authorized and directed to install parking meters in the following described municipally-owned parking lot:

All of Lot 6 and Lot 7, the South 10.0 feet of Lot 8 and the South 20.0 feet of Lot 5 and the South 10.0 feet of the East 41 1/2 feet of the South 1/2 of the North 40.0 feet of Lot 5, all in Block "D", Griffith's Addition to East Fort Des Moines, an Official Plat, all now included in and forming a part of the City of Des Moines, Polk County, Iowa,

for the purpose of, and in such numbers, and at such places as may be necessary to the regulation, control and inspection of the parking of vehicles therein, subject to the provisions of subchapter 22 of this chapter, regulating parking meters.

(b) When installed, such parking meters shall be in operation between the hours of 8:00 A.M. and 6:00 P.M., Mondays through Fridays, and shall be so adjusted as to show legal parking at a rate of $.25 per hour at ten hour meters.

(c) Reserved monthly parking 8:00 A.M. until 6:00 P.M., $40.00.

(a) The City Engineer is hereby authorized and directed to install parking meters in the following described municipally-owned parking lot:

A tract of land known as Lots 3 & 4, Block 10, H.M. Hoxies Addition; in the City of Des Moines, Iowa, for the purpose of, and in such numbers, and at such places as may be necessary to the regulation, control and inspection of the parking of vehicles therein, subject to the provisions of subchapter 22 of this chapter, regulating parking meters.

(b) When installed, such parking meters shall be in operation between the hours of 8:00 A.M. to 6:00 P.M., Mondays through Fridays, and shall be so adjusted as to show legal parking at a rate of $.75 per hour at two hour meters.

Sec. 2. This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
