AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, by amending Sections 2-1176 and 2-1177 renaming the Youth Advisory Coordinating Board to Youth Advisory Board.
Be It Ordained by the City Council of the City of Des Moines, Iowa:
Section 1. That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, is hereby amended by amending Sections 2-1176 and 2-1177 renaming the Youth Advisory Coordinating Board to Youth Advisory Board, as follows:
Sec. 2-1176. Created; composition; appointment.
(a) There is established in and for the city a youth advisory board.
(b) The youth advisory board shall consist of 15 members; seven adult members and eight youth members who are under the age of 19 at the time of appointment as follows:
(1) Adult members shall consist of one representative from the following:
a. The city's park and recreation department.
b. The city's police department.
c. The YMCA.
d. The Des Moines Independent School District.
e. The Youth Emergency Services and Shelter.
f. The Iowa Runaway, Homeless and Missing Youth Center.
g. The Greater Des Moines Chamber of Commerce.
(2) Youth members shall consist of six youth nominated by the Des Moines Independent School District, and two youth nominated by local area nonpublic schools.
(c) All appointments and reappointments shall be for three-year terms. Upon termination or resignation of any board member, that member shall be replaced by an individual from within the organization, agency, or department from whence the member originated. For youth members, the originating organization or agency shall nominate a youth for membership to the board to complete the term of the vacated seat. Similar procedures shall be followed as terms expire if current members do not seek reappointment. No person holding elective office in the municipal government shall be eligible for appointment to or service on the board.
Sec. 2-1177. Powers and duties.
The youth advisory board shall have the following powers and duties:
(1) Oversee in a responsible manner all programs and events sponsored by the board.
(2) Maintain a positive, effective relationship with the local media to market special events and inform the public about youth-related issues.
(3) Work with local agencies as requested and when deemed appropriate to deliver services to youth and to advise youth of service providers.
(4) Coordinate with the city's park and recreation department and to advise the city's park and recreation board concerning the planning and supervising of special entertainment events sponsored by the youth advisory board.
(5) Advise and make appropriate recommendations to the city council.
Sec. 2. This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
