ORDINANCE NO. 14,243

AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 14,232, passed May 5, 2003, by amending Section 2-1176 thereof relating to the creation, composition and appointment of the Youth Advisory Board.

Be It Ordained by the City Council of the City of Des Moines, Iowa:

Section 1. That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 14,232, passed May 5, 2003, is hereby amended by amending Section 2-1176 relating to the creation, composition and appointment and renaming of the Youth Advisory Coordinating Board to the Youth Advisory Board, as follows:

DIVISION 5. YOUTH ADVISORY BOARD

Sec. 2-1176. Created; composition; appointment.

(a) There is established in and for the city a youth advisory board comprised of 22 members.

(b) The youth advisory board shall consist of seven adult members and fifteen youth members.

(1) The adult members shall include one representative from each of the following originating organizations:

a. The city's park and recreation department.

b. The city's police department.

c. The YMCA.

d. The Des Moines Independent School District.

e. The Youth Emergency Services and Shelter/Iowa Homeless Youth Center.

f. The Greater Des Moines Partnership.

g. The City Manager’s Office

(2) The youth members must be under the age of 19 at the time of appointment and shall include:

    1. One representative from each of the following originating organizations:
    1. Three representatives at-large
    2. Four representatives nominated by community organizations (Creative Visions, Making Connections, Grubb YMCA, Des Moines Public Library, Sister City Commission, Partners for Economic Progress, and others)

(c) All adult members shall be appointed for thirty-six month terms commencing the first day in May. All youth members shall be appointed for terms commencing the first day in May and ending the first day in August or upon high school graduation. The length of term for a youth member shall be no less than 15 months and no more than 51 months.

(d) Notwithstanding the appointment and residency requirements of division 1 of this chapter, the Board shall appoint all members by election, subject to removal by the city council at any time.

(e) Upon termination or resignation of any board member, that member shall be replaced by an individual from the departing members originating organization. Notwithstanding the provisions of section 2-1048, the new member shall serve a term pursuant to section 2-1176(c).

(e) No person holding elective office in the municipal government shall be eligible for appointment to or service on the board.

Sec. 2. This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
