AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, by adding and enacting a new Division 6, in Article VI, to Chapter 2, Administration, thereof, regarding the Des Moines Music Commission. 

 

Be It Ordained by the City Council of the City of Des Moines, Iowa:

    

     Section 1.  That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, is hereby amended by adding and enacting a new Division 6 in Article VI, to Chapter 2, Administration, regarding the Des Moines Music Commission, as follows: 

 

Division 6.  Des Moines Music Commission

 

Sec. 2-1190. Established.
 
The Des Moines music commission is established as an advisory commission to promote the development of live music performances, the music industry and musicians within the city and to provide an opportunity for input from the live music industry, musicians, and the public for ideas in support of live music.  The Des Moines music commission shall consist of seven members.
 
Sec. 2-1191. Duties generally.
 
(a)  The Des Moines music commission shall:
(1)  Survey the music industry within the city and report to the city council on a quarterly basis, or as otherwise directed by the city council, on the status of music performances, music venues and the music industry within the city.
(2)  Hold public meetings seeking input from the music organizations, music-related professional services, live music venue owners or operators, and artists in the field of music on matters that affect the music community and industry in the city.
(3)  Develop recommendations on ways to facilitate a local music economy and to help the local music industry to achieve a regional or national status.
(4)  Identify ways to promote live music and to help to implement the development of venues and events for live music.
(5)  Serve as an advisor to live music venue owners or operators, music promoters, and artists in the field of music regarding promotion and implementation of music events.
(6)  Recommend areas to be considered as cultural and entertainment districts and music venues.
(7)  Oversee all programs and events sponsored by the commission, as approved by the city council.
(8)  Coordinate with the park and recreation department and advise the park and recreation board concerning the planning and operation of live music programs and events.
(9)  (9) Advise and make appropriate recommendations to the city council on subsection (a) of this section.
(b)  All such rules adopted by the Des Moines music commission in the performance of the duties in subsection (a) of this section shall be reported to the city council and shall be effective when approved by the city council.
 

Sec. 2-1192. Appointment, composition and terms.

 

(a)  Each councilmember shall recommend one candidate for appointment to one position on the commission.

(b)  Each member of the commission shall be appointed for a term of two years, with no more than four members’ terms expiring each year. The initial terms of three of the initial music affiliated members of the commission shall be for a period of three years.

(c)  Six commission members shall be selected from representatives of membership-based music organizations, music-related professional services, live music venue owners or operators, and artists in the field of music. At least two members of the commission shall be thirty years of age or less at the time of appointment or reappointment. 

 

Sec. 2.  This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
