AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,957, passed June 18, 2001, and Ordinance No. 13,973, passed July 23, 2001, and Ordinance No. 13,994, passed September 10, 2001, and Ordinance No. 14,121, passed July 16, 2002, and Ordinance No. 14,139, passed September 23, 2002, and Ordinance No. 14,161, passed November 18, 2002, and Ordinance No. 14,244, passed June 23, 2003, and Ordinance No. 14,396, passed December 6, 2004, and Ordinance No. 14,404, passed January 10, 2005, and Ordinance No. 14,421, passed March 7, 2005, by amending Sections 114-602, 114-603, 114-610, 114-2663, 114-2715, 114-2726, 114-2738, 114-2739, 114-2852, 114-3253, 114-3428, 114-3430, 114-3431, 114-3885, 114-3986, 114-3992, 114-4009, 114-4027 and repealing Sections 114-3254, 114-3429 and 114-4010 thereof, relating to traffic and vehicle regulations.

Be It Ordained by the City Council of the City of Des Moines, Iowa:

Section 1. That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,957, passed June 18, 2001, and Ordinance No. 13,973, passed July 23, 2001, and Ordinance No. 13,994, passed September 10, 2001, and Ordinance No. 14,121, passed July 16, 2002, and Ordinance No. 14,139, passed September 23, 2002, and Ordinance No. 14,161, passed November 18, 2002, and Ordinance No. 14,244, passed June 23, 2003, and Ordinance No. 14,396, passed December 6, 2004, and Ordinance No. 14,404, passed January 10, 2005, and Ordinance No. 14,421, passed March 7, 2005 is hereby amended by amending Sections 114-602, 114-603, 114-610, 114-2663, 114-2715, 114-2726, 114-2738, 114-2739, 114-2852, 114-3253, 114-3428, 114-3430, 114-3431, 114-3885, 114-3986, 114-3992, 114-4009, 114-4027 and repealing Sections 114-3254, 114-3429 and 114-4010 thereof, relating to traffic and vehicle regulations, as follows:

Sec. 114-602. Parking prohibited during certain hours on certain days.

(a) When signs are erected giving notice thereof, no person shall park a vehicle between the hours specified in this section on certain days at any of the locations designated in division 9 of article XVI of this chapter as subject to such restriction:

(1) No parking 7:00 a.m. to 5:00 p.m., school days.

(2) No parking 8:00 a.m. to 5:00 p.m., school days.

(3) No parking Monday through Friday.

(4) No parking Monday through Saturday.

(5) No parking 7:00 a.m. to 9:00 a.m., Monday through Friday.

(6) No parking 7:00 a.m. to 9:00 a.m., school days.

(7) No parking 7:00 a.m. to 6:00 p.m., Monday through Friday.

(8) No parking 7:00 a.m. to 5:00 p.m., Monday through Friday.

(9) No parking 7:00 a.m. to 6:00 p.m., Monday through Saturday.

(10) No parking 8:00 a.m. to 5:00 p.m., Monday through Saturday.

(11) No parking 8:00 a.m. to 3:00 p.m., school days.

(12) No parking 8:00 a.m. to 1:00 p.m., Sundays.

(13) No parking 4:00 p.m. to 6:00 p.m., Monday through Friday.

(14) No parking 1:00 p.m. Sunday through 1:00 a.m. the following Sunday.

(15) No parking 6:00 a.m. to 6:00 p.m.

(16) No parking 3:00 p.m. to 6:00 p.m., Monday through Friday.

(b) A person who violates any provision of this section shall pay a fine of $30.00.

Sec. 114-603. Stopping or standing prohibited during certain hours.

(a) When signs are erected giving notice thereof, no person shall stop or stand a vehicle between the hours of 7:00 a.m. and 5:00 p.m. on any school day at any of the locations designated in division 9 of article XVI of this chapter as subject to such restriction.

(b) When signs are erected giving notice thereof, no person shall stop or stand a vehicle between the hours of 6:00 a.m. and 6:00 p.m. at any of the locations designated in division 9 of article XVI of this chapter as subject to such restriction.

(c) A person who violates any provision of this section shall pay a fine of $15.00.

Sec. 114-610. School passenger loading and unloading zones.

(a) When signs are erected giving notice thereof, no person shall park any vehicle for other than the purpose of loading or unloading school passengers at any time or at the times specified in this section at any of the locations designated in division 9 of article XVI of this chapter as subject to such restriction:

(1) School passenger loading and unloading, 7:00 a.m. to 5:00 p.m. school days.

(2) School passenger loading and unloading, 7:00 a.m. to 5:00 p.m. school days; no parking at all other times.

(3) School passenger loading and unloading, 7:00 a.m. to 5:00 p.m. school days, 20 minutes only; no parking at all other times.

(4) School passenger loading and unloading, 7:00 a.m. to 9:00 a.m. school days, 20 minutes only.

(5) School passenger loading and unloading, 2:00 p.m. to 4:00 p.m. school days, 20 minutes only.

(b) A person who violates any provision of this section shall pay a fine of $15.00.

Sec. 114-2663. Seventh Street‑‑Walnut Street to Locust Street.

Seventh Street, on the west side, from Locust Street to a point 163 feet south thereof, no stopping or standing, 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday.

Seventh Street, on the west side, from a point 62 feet south of Locust Street to a point 50 feet south thereof, loading zone 9:00 a.m. to 4:00 p.m..

Seventh Street, on the west side, from a point 112 feet south of Locust Street to a point 51 feet south thereof, no parking any time.

Seventh Street, on the west side, from a point 163 feet south of Locust Street to Walnut Street, no parking any time.

Seventh Street, on the west side, from a point 163 feet south of Locust Street to Walnut Street, no stopping or standing, 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Friday, except buses.

Seventh Street, on the east side, from to a point 115 feet south of Locust Street to a point 30 feet south thereof, commercial loading zone.

Seventh Street, on the east side, from a point 145 feet south of Locust Street to a point 45 feet south thereof, no parking any time.

Seventh Street, on the east side, from a point 190 feet south of Locust Street to a point 40 feet north of Walnut Street, loading zone, 8:00 a.m. to 6:00 p.m., Monday through Saturday.

Sec. 114-2715. Eleventh Street‑‑Grand Avenue to High Street.

Eleventh Street, on both sides, from Grand Avenue to High Street, no parking 10:00 p.m. to 7:00 a.m.

Eleventh Street, on the west side, from a point 50 feet south of High Street to a point 25 feet south thereof, commercial loading zone.

Sec. 114-2726. Twelfth Street‑‑Locust Street to Grand Avenue.

Twelfth Street, on the east side, from Grand Avenue to a point 45 feet south thereof, no parking any time.

Twelfth Street, on the east side, from Locust Street to a point 45 feet north thereof, no parking any time.

Twelfth Street, on the west side, from a point 45 feet north of Locust Street to a point 45 feet south of Grand Avenue, no parking 10:00 p.m. to 7:00 a.m.

Twelfth Street, on the west side, 12-420 and 12-422, four-hour meters, 8:00 a.m. to 6:00 p.m., are designated as handicapped parking spaces and are subject to the same prohibition as is found in subsection 114-616(a) of this chapter.
