AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,948, passed May 7, 2001, and Ordinance No. 14,053, passed February 4, 2002, and Ordinance No. 14,244, passed June 23, 2003 and Ordinance No. 14,437, passed April 25, 2005 by amending Sections 114-358, 114-2993 and 114-3066 thereof, relating to traffic and vehicle regulations.
Be It Ordained by the City Council of the City of Des Moines, Iowa:
Section 1. That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,948, passed May 7, 2001, and Ordinance No. 14,053, passed February 4, 2002, and Ordinance No. 14,244, passed June 23, 2003 and Ordinance No. 14,437, passed April 25, 2005 is hereby amended by amending Sections 114-358, 114-2993 and 114-3066 thereof, relating to traffic and vehicle regulations, as follows:
Sec.
114-358. Prohibited in specified places.
(a) No
person shall stop, stand or park a vehicle, except when necessary to avoid a
conflict with other traffic or in compliance with the directions of a police
officer or traffic control device, in any of the following places:
(1) On a sidewalk.
(2) In front of or within two feet of a public or
private driveway.
(3) Within an intersection.
(4) On a crosswalk.
(5) Within ten feet upon the approach to any
flashing beacon, stop sign or traffic control signal located at the side of a
roadway.
(6) Between a safety zone and the adjacent curb or
within ten feet of points on the curb immediately opposite the ends of a safety
zone.
(7) Within 50 feet of the nearest rail of a
railroad crossing, except when parked parallel with such rail and not
exhibiting a red light.
(8) Alongside or opposite any street excavation or
obstruction when such stopping, standing or parking would obstruct traffic.
(9) On the roadway side of any vehicle stopped or
parked at the edge or curb of a street.
(10) Adjacent to or on the center parkway or
dividing area of any divided street.
(11) In front of a curb cut or ramp which is located
on public or private property in a manner which blocks access to the curb cut
or ramp.
A
person who violates any provision of subsection (a) shall pay a $15.00
fine.
(b) No
person shall stop, stand or park a vehicle, except when necessary to avoid a
conflict with other traffic or in compliance with the directions of a police
officer or traffic control device, in any of the following places:
(1) Within five feet of a fire hydrant.
(2) Within 20 feet or the driveway entrance to any
fire station and on the side of a street opposite the entrance to any fire
station within 75 feet of the entrance when property signposted.
(3) Where any official traffic control device
prohibits stopping or parking.
(4) Within a distance up to one hundred fifty (150)
feet from an intersection, where the city traffic engineer has determined that
parking in such area would restrict the turning movement or visibility of
traffic on an approaching side street and has caused official parking
restriction signs to be installed to clearly identify the restricted parking
area.
A
person who violates any provision of subsection (b) shall pay a $30.00
fine.
(c) No
person shall stop, stand or park a vehicle, except when necessary to avoid a
conflict with other traffic or in compliance with the directions of a police
officer or traffic control device, upon any street when the stopping, standing
or parking is prohibited by the sections of this chapter relating to removal of
snow or ice from the streets. A person
who violates the provisions of this subsection shall pay a $35.00 fine.

114-2993. Arthur Avenue‑‑First Street to east city limits.

from a point 50 feet west of Amherst Street to a point 130 feet east of Amherst
Street, no parking any time.

thereof, no parking any time.

a point 50 feet east of East Eleventh Street, no parking any time.

Drive, on the north side, from a point 100 feet west of Forty-second Street to
Forty-third Street, two-hour parking 9:00 a.m. to 4:00 p.m.

Drive, on the north side, from Forty-third Street to California Drive, no
parking 7:00 a.m. to 5:00 p.m. school days.

Drive, on the north side, from California Drive to Forty-fifth Street, no
stopping or standing 7:00 a.m. to 5:00 p.m. school days.

Drive, on the south side, from a point 25 feet west of Forty-fifth Street to a
point 140 feet east thereof, no parking any time.

no parking any time.
Sec. 2. This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
