AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,855, passed August 21, 2000, and Ordinance No. 13,994 passed September 10, 2001, and Ordinance No. 14,102, passed June 3, 2002, and Ordinance No. 14,122, passed July 16, 2002, and Ordinance No. 14,195, passed December 18, 2002, and Ordinance No. 14,437, passed April 25, 2005, and Ordinance No. 14,458, passed June 6, 2002 by amending Sections 114-636, 114-637, 114-643, 114-657 through 114-666, 114-670, 114-671, 114-672 and adding and enacting a new Section 114-674 thereof, relating to rate increases for parking meters, City-owned parking garages and parking lots.
Be It Ordained by the City Council of the City of Des Moines, Iowa:
Section 1. That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,855, passed August 21, 2000, and Ordinance No. 13,994 passed September 10, 2001, and Ordinance No. 14,102, passed June 3, 2002, and Ordinance No. 14,122, passed July 16, 2002, and Ordinance No. 14,195, passed December 18, 2002, and Ordinance No. 14,437, passed April 25, 2005, and Ordinance No. 14,458, passed June 6, 2002 is hereby amended by amending Sections 114-636, 114-637, 114-643, 114-657 through 114-666, 114-670, 114-671, 114-672 and adding and enacting a new Section 114-674 thereof, relating to rate increases for parking meters, City-owned parking garages and parking lots, as follows:
Sec.
114-636. Parking meter and resident
permit parking district no. I.
Parking meter district no. I shall be constituted of all the
streets and avenues located within the area bounded by the west side of the
Des Moines River, north of Grand Avenue, thence south to the north side of
Court Avenue, thence west to the east side of 3rd Street, thence north to the
south side of Walnut Street, thence west to the west side of 4th Street, thence
south to the north side of Court Avenue, thence west to the east side of 5th
Avenue, thence south to the south side of Cherry Street, thence west to the
west side of Eleventh Street, thence north to the north side of Walnut Street,
thence east to the west side of Tenth Street, thence north to the north side of
Pleasant Street, thence east to the west side of 8th Street, thence north to
the north side of Watson Powell Jr Way, thence east to the east side of 2nd
Avenue, thence south to the north side of Grand Avenue, thence east to the
point of beginning, except parking meter districts no. II and III, as described
in sections 114-637 and 114-638 of this division.
Sec.
114-637. Parking meter and resident
permit parking district no. II.
Parking meter district no. II shall
be constituted of all the streets and avenues located within the area bounded
by the west side of Tenth Street, north of Pleasant, thence south to the north
side of Walnut Street, thence west to a point even with the west side of Eleventh
Street, thence south to the south side of Mulberry Street, thence east to the
west side of Tenth Street, thence south to the south side of Cherry Street west
of Tenth Street, thence south to the north side of West Martin Luther King Jr
Parkway, thence west to the west side of Sixteenth Street, thence north to the
south side of Locust Street, thence west to a point even with the west side of
Eighteenth Street, thence northwest to the south side of Grand Avenue, west of
Nineteenth Street, thence north to the north side of Woodland Avenue, thence
east to the west side of Twelfth Street, thence north to a point even with the
north side of Chestnut Street, thence east to the west side of Ninth Street,
thence north to the north side of Keosauqua Way, thence northwest to the west
side of Tenth Street, thence north to the north side of School Street, thence
east to the west side of the Des Moines River, thence south to the north side
of Watson Powell Jr Way, thence west to the east side of Eighth Place, thence south
to the north side of Pleasant Street, thence west to the west side of Tenth
Street, thence south to the point of beginning, and Parking meter district no.
II shall also be constituted of all the streets and avenues located within the
area bounded by the north side of Court Avenue west of the Des Moines River,
thence west to the east side of 3rd Street, thence north to the
south side of Walnut Street, thence west to the west side of 4th
Street, thence south to the north side of Court Avenue, thence west to the east
side of 5th Avenue, thence south to the south side of Cherry Street,
thence west to the west side of 9th Street, thence south to the
north side of West Martin Luther King Jr. Parkway, thence east to the west edge
of the Des Moines River, thence north to the point of beginning, except parking
meter districts no. I and III as described in sections 114-636 and 114-638 of
this division.
Sec. 114-643. Parking meter rates.
The rates for metered parking for

Sec. 114-657. Operations.
The city traffic engineer is hereby
authorized and directed to operate the city parking garages with the rates
charged for parking to be those established in sections 114-658 through 114-665
of this subchapter unless the city council directs otherwise as provided in
section 114-666 of this subchapter. No
charge shall be made for parking in the parking garages on Saturday or Sunday,
except for certain special events designated by the city traffic
engineer.
Sec. 114-658. Rates for Eighth and Mulberry Parking
Garage.
Subject to section 114-666 of this subchapter, the following
rates shall be charged at the Eighth and Mulberry Parking Garage:
