AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,994 passed September 10, 2001, and Ordinance No. 14,038 passed January 7, 2002, and Ordinance No. 14,071 passed April 8, 2002, and Ordinance 14,280 passed October 20, 2003, and Ordinance 14,336 passed April 19, 2004, and Ordinance No. 14,437 passed April 25, 2005 and Ordinance No. 14,542 passed February 6, 2006 by amending Sections 114-257.01, 114-320.01, 114-2611, 114-2641, 114-2921, 114-3881, 114-4080 and adding and enacting a new Section 114-4080.01 thereof, relating to traffic and vehicle regulations.
Be It Ordained by the City Council of the City of Des Moines, Iowa:
Section 1. That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,994 passed September 10, 2001, and Ordinance No. 14,038 passed January 7, 2002, and Ordinance No. 14,071 passed April 8, 2002, and Ordinance 14,280 passed October 20, 2003, and Ordinance 14,336 passed April 19, 2004, and Ordinance No. 14,437 passed April 25, 2005 and Ordinance No. 14,542 passed February 6, 2006 is hereby amended by amending Sections 114-257.01, 114-320.01, 114-2611, 114-2641, 114-2921, 114-3881, 114-4080 and adding and enacting a new Section 114-4080.01 thereof, relating to traffic and vehicle regulations, as follows:
Sec.
114-257.01. Prohibited right turn on red.
No
person shall make a right turn with a vehicle after coming to a stop in
obedience to a red signal until a green indication is shown at the following
locations:
(1) At the intersection of Hickman Road, Merle Hay
Road and Merklin Way, prohibiting right turns from eastbound Hickman Road to
southbound Merle Hay Road or Merklin Way and from northbound Merle Hay Road to
eastbound Hickman Road or southbound Merklin Way.
(2) At the intersection of Easton Boulevard,
Avenue Frederick M. Hubbell and East Twenty-fifth Street, prohibiting right
turns from eastbound Easton Boulevard to southbound East Twenty-fifth Street or
westbound Avenue Frederick M. Hubbell or prohibiting right turns from
southbound Frederick M. Hubbell Avenue to westbound Easton Boulevard.
(3) At the intersection of Mulberry Street and
Fifth Avenue, prohibiting right turns from eastbound Mulberry Street to
southbound Fifth Avenue.
(4) At the intersection of Court Avenue, and Water Street, prohibiting right turns
from eastbound Court Avenue to southbound Water Street and from northbound
Water Street to eastbound Court Avenue.
(5) At the intersection of Grand Avenue and
Thirty-first Street, prohibiting right turns from northbound Thirty-first
Street to eastbound Grand Avenue and southbound Thirty-first Street to
westbound Grand Avenue.
(6) At the intersection of Grand Avenue and Fleur
Drive, prohibiting right turns from eastbound Grand Avenue to southbound Fleur
Drive.
(7) At the intersection of the Eighth Street
Service Road west of the viaduct at Mulberry Street, prohibiting right turns
from northbound Eighth Street Service Road to eastbound Mulberry Street.
(8) At the intersection of Eighth Street and
Mulberry Street, prohibiting right turns from westbound Mulberry Street to
northbound Eighth Street.
(9) At the intersection of Eighth Street and
Mulberry Street, prohibiting right turns from northbound Eighth Street to
eastbound Mulberry Street.
(10) At the intersection of East Thirty-third Street
and Frederick M. Hubbell Avenue, prohibiting right turns from southbound East
Thirty-third Street to westbound Frederick M. Hubbell Avenue.
Sec.
114-320.01. Prohibited left turns.
No person shall make a left turn with a
vehicle at the following locations:
(1) At
the intersection of East Euclid Avenue and Des Moines Freeway (Interstate
Highway 235), ramp C, prohibiting left turns from westbound East Euclid Avenue
to southbound ramp C.
(2) At
the intersection of Sixth Avenue and Mercy Drive, prohibiting left turns from
westbound Mercy Drive to southbound Sixth Avenue, between 3:00 p.m. and 6:00
p.m.
(3) At
the intersection of Thirty-first Street and University Avenue, prohibiting left
turns from southbound Thirty-first Street to eastbound University Avenue or
southbound Thirty-first Street south of University Avenue.
(4) At
the intersection of Thirty-first Street and Des Moines Freeway (Interstate
Highway 235), ramp 31-3, prohibiting left turns from southbound Thirty-first
Street to eastbound ramp 31-3.
(5) At
the intersection of Forty-second Street and Des Moines Freeway (Interstate
Highway 235), ramp 42-3, prohibiting left turns from southbound Forty-second
Street to eastbound ramp 42-3.
(6) At
the intersection of Fifty-sixth Street and Des Moines Freeway (Interstate
Highway 235), ramp 56-3, prohibiting left turns from southbound Fifty-sixth
Street to eastbound ramp 56-3.
(7) At
the intersection of Southwest Ninth Street and Tuttle Street, prohibiting left
turns from the southbound service road of Southwest Ninth Street to Tuttle
Street.
(8) At
the intersection of Hickman Road and Sixty-second Street, prohibiting left
turns from eastbound Hickman Road to northbound Sixty-second Street, between
7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Saturday.
(9) At
the intersection of Hickman Road and Sixty-first Street, prohibiting left turns
from eastbound Hickman Road to northbound Sixty-first Street, between 7:00 a.m.
to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday through Saturday.
(10) At
the intersection of Fleur Drive and Iowa Highway 5, prohibiting left turns from
southbound Fleur Drive to the eastbound Iowa 5 entrance ramp, and prohibiting
left turns from northbound Fleur Drive to the westbound Iowa 5 entrance
ramp.
(11) At
the intersection of Iowa Highway 28 and Iowa Highway 5, prohibiting left turns
from southbound Iowa 28 to the eastbound Iowa 5 entrance ramp, and prohibiting
left turns from northbound Iowa 28 to the westbound Iowa 5 entrance ramp.
(12) At
the intersection of Forty-first Street and University Avenue, prohibiting left
turns and through movements from southbound Forty-first Street to and/or across
University Avenue.
(13) At
the intersection of University Avenue and Forty-first Street, prohibiting left
turns from eastbound University Avenue to Forty-first Street.

114-2611. East Third Street‑‑East Court Avenue to Maple Street.

Third Street, on the east side, from a point 165 feet south of East Court
Avenue south to the intersection with the Norfolk Railroad, no parking any
time.
