AN ORDINANCE to amend the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,948 passed May 7, 2001, and Ordinance No. 14,053 passed February 4, 2002, and Ordinance No. 14,126 passed July 22, 2002, and Ordinance No. 14,354 passed July 12, 2004 and Ordinance No. 14,518 passed December 5, 2005 by amending Sections 114-1328, 114-2603, 114-2891, 114-2993 and 114-3866 and repealing Section 114-674 thereof, relating to traffic and vehicle regulations. 

Be It Ordained by the City Council of the City of Des Moines, Iowa:

     Section 1.  That the Municipal Code of the City of Des Moines, Iowa, 2000, adopted by Ordinance No. 13,827, passed June 5, 2000, and amended by Ordinance No. 13,948 passed May 7, 2001, and Ordinance No. 14,053 passed February 4, 2002, and Ordinance No. 14,126 passed July 22, 2002, and Ordinance No. 14,354 passed July 12, 2004 and Ordinance No. 14,518 passed December 5, 2005 is hereby amended by amending Sections 114-1328, 114-2603, 114-2891, 114-2993 and 114-3866 and repealing Section 114-674 thereof, relating to traffic and vehicle regulations, as follows: 

Sec. 114-674.  Repealed by Ord. No. 14,___

Sec. 114-1328. Interstate 235 (Des Moines Freeway).

     On the following portion of Interstate 235, any speed in excess of 55 miles per hour shall be unlawful when official signs are erected giving notice of the authorized speed: from a point 100 feet west of Thirty-first Street (Mile Post 6.21) to a point 2,475 feet south of Guthrie Avenue (Mile Post 10.88).

     On the following portion of Interstate 235, any speed in excess of 60 miles per hour shall be unlawful when official signs are erected giving notice of the authorized speed:  from the west city limit to a point 100 feet west of Thirty-first Street (Mile Post 6.21) and from a point 2,475 feet south of Guthrie Avenue (Mile Post 10.88) to the north city limit. 

     On all portions of Interstate 235, any speed less than 40 miles per hour, road conditions permitting, shall be unlawful when official signs are erected giving notice of the authorized speed.

Sec. 114-2603. Third Street‑ ‑Vine Street to Court Avenue.

     Third Street, on the west side, from Vine Street to a point 125 feet north thereof, no parking any time.  

     Third Street, on the west side, from a point 150 feet north of Vine Street to a point 25 feet north thereof, commercial loading zone. 

     Third Street, on the west side, from a point 175 feet north of Vine Street to a point 225 feet south of Court Avenue, no parking any time. 

     Third Street, on the east side, from Vine Street to a point 50 feet north thereof, commercial loading zone.

     Third Street, on the east side, from Court Avenue to a point 80 feet south thereof, taxicab stand 6:00 p.m. to 2:00 a.m.

     Third Street, on the east side, from Court Avenue to a point 80 feet south thereof, commercial loading zone.

     Third Street, on the east side, from a point 125 feet south of Court Avenue to a point 25 feet south thereof, commercial loading zone.

Sec. 114-2891. East Thirty-fifth Street‑‑East Court Avenue to Avenue Frederick M. Hubbell.

     East Thirty-fifth Street, on the west side, from East Court Avenue to Dean Avenue, no parking any time.

     East Thirty-fifth Street, on the east side, from Sims Drive to Garfield Avenue, no parking any time.

     East Thirty-fifth Street, on the west side, from a point 50 feet south of East University Avenue to a point 50 feet north of East University Avenue, no parking any time.

     East Thirty-fifth Street, on the west side, from a point 60 feet south of Kinsey Avenue and any part of the cul-de-sac to a point 120 feet north of Eastwood Drive, no parking any time.

     East Thirty-fifth Street, on the west side, from East University Avenue to a point 50 feet north thereof, no parking any time.   

     East Thirty-fifth Street on both sides, from Thompson Avenue to Arthur Avenue, no parking any time. 

     East Thirty-fifth Street, on the west side, from Arthur Avenue to Hull Avenue, no parking any time.

     East Thirty-fifth Street, on the east side, from East Ovid Avenue to a point 100 feet north thereof, no parking any time.

     East Thirty-fifth Street, on the east side, from East Euclid Avenue to a point 70 feet south thereof, no parking any time.  

Sec. 114-2993. Arthur Avenue ‑‑First Street to east city limits.

     Arthur Avenue, on the north side, from First Street to a point 50 feet east of East Fourteenth Street, no parking any time.

     Arthur Avenue, on the south side, from a point 50 feet west of Amherst Street to a point 130 feet east of Amherst Street, no parking any time. 

     Arthur Avenue, on the south side, from East Ninth Street to a point 50 feet west thereof, no parking any time.

     Arthur Avenue, on the south side, from a point 50 feet west of East Eleventh Street to a point 50 feet east of East Eleventh Street, no parking any time. 

     Arthur Avenue, on the south side, from East Fourteenth Street to a point 75 feet west thereof, no parking any time.

     Arthur Avenue, on the south side, from East Fourteenth Street to Glenbrook Drive, no parking any time.

     Arthur Avenue, on the south side, from East Twenty-third Street to East Twenty-fourth Street, no parking any time.

     Arthur Avenue, on the north side, from Lay Street to Farwell Road, no parking any time.

     Arthur Avenue, on the north side, from a point 130 feet west of Farwell Road and any part of the cul-de-sac to Reynolds Lane, no parking any time.

     Arthur Avenue, on the south side, from Avenue Frederick M. Hubbell to East Twenty-ninth Street, no parking any time.

     Arthur Avenue, on both sides, from East Thirty-fourth Street to East Thirty-fifth Street, no parking any time.

     Arthur Avenue, on the south side, from East Thirty-fifth Street to East Thirty-seventh Street, no parking any time.

     Arthur Avenue, on the north side, from East Forty-second Street to east city limits, no parking any time.

Sec. 114-3866. Third Street‑ ‑Vine Street to Court Avenue.

     Third Street, on the west side, from a point 125 feet north of Vine Street to a point 25 feet north thereof, is designated as a handicapped parking meter 3-099 and is subject to the same prohibitions as are found in subsection 114-616(a) and in section 114-406 of this chapter. 

     Third Street, on the west side, parking meters 3-100 and 3-102 are designated as handicapped parking meters and are subject to the same prohibitions as are found in subsection 114-616(a) and in section 114-406 of this chapter.     

     Third Street, on the east side, from a point 80 feet south of Court Avenue to a point 125 feet south thereof, two-hour meters, 8:00 a.m. to 6:00 p.m.

     Third Street, on the west side, from Court Avenue to a point 225 feet south thereof, two-hour meters, 8:00 a.m. to 6:00 p.m.

     Third Street, on the east side, from a point 50 feet north of Vine Street to a point 150 feet south of Court Avenue, ten-hour meters, 8:00 a.m. to 6:00 p.m.

Sec. 2.  This ordinance shall be in full force and effect from and after its passage and publication as provided by law.
